Deegan Management was established in 1994 to provide quality and affordable rentals. We have invested in a number of apartment communities in Euclid and Wickliffe Ohio developing warm, welcoming environments that residents can truly appreciate.
We take pride in what we offer. All of our apartments are maintained to our high standards, featuring a range of amenities that renters expect from a quality living space. With on-site management, renters are never left without support when they need it.
In addition to the apartment communities we own and operate, our company also provides rental management services to other owners in the area. Our property management team is reliable and responsive. We have trustworthy vendors for maintenance, and multiple managers to handle all aspects of the business, including leasing and operations.

Todd Deegan
Owner
Todd Deegan brings a rare, hands-on perspective to property management, shaped by experience at every level of the industry. He began his career as a claims adjuster, advanced to territorial underwriting manager, and later transitioned into real estate investing, starting with single- and double-family homes.
What truly sets Todd apart is that he’s done it all — from snaking toilets and landscaping to managing complex investment decisions. His deep understanding of both the operational and financial sides of property ownership drives Deegan Management’s practical, owner-focused approach.
Sahabahddin Muhammad
Marketing Manager / Leasing
With over 15 years of professional real estate experience, Sahabahddin Muhammad specializes in the acquisition and disposition of investment properties. He holds a Bachelor’s degree in Finance from the University of Arizona and brings a strong analytical foundation to every deal.
Sahabahddin is a CCIM designee and an IREM CPM candidate, reflecting his commitment to industry excellence and ethical, results-driven property management. His expertise plays a key role in maximizing value for owners and residents alike.
David Mamone
General Manager
David Mamone has over 30 years of experience in property management and real estate operations. Prior to joining Deegan Management, he owned and managed properties throughout Lakewood and Cleveland’s West Side.
At Deegan Management, David is deeply involved in property purchasing, maintenance oversight, and hands-on fieldwork. His long-term industry knowledge and practical leadership help ensure smooth operations across the portfolio.
Jed Hanna
Sales Manager
Jed Hanna is a licensed Realtor with over eight years of experience in residential real estate. During his time with Keller Williams, he achieved Rank II at his market center — a testament to his strong sales performance and client dedication.
Jed has been a valued member of Deegan Management’s leasing team for four years, where he continues to help connect residents with quality housing while supporting the company’s growth.
Richard Smith

Richard Smith brings more than 43 years of maintenance experience to Deegan Management. He is a Journeyman in both electrical and plumbing, offering an exceptional depth of technical knowledge.

Jeffrey Duncan
Maintenance Technician
Jeffrey Duncan has been maintaining apartment buildings since 1999 and joined Deegan Management in 2015. Since then, he has overseen maintenance operations at Wickliffe Gardens, where his consistency and attention to detail have made a lasting impact.
Jeff’s long-term dedication reflects Deegan Management’s commitment to stability and quality property care.

Debra Webbs joined Deegan Management in November 2020 and brings nearly 20 years of housing industry experience, including prior roles with CMHA as an Administrative Assistant, Property Manager, and AMP Leader.

At Deegan Management, she supports tenants and staff by processing applications, handling rental subsidy packets, leasing units, and managing renewals. Outside of work, Debra enjoys cooking and trying new recipes.

Alvin plays a key role in keeping our properties in excellent condition. He is responsible for maintaining and cleaning units, ensuring apartments are move-in ready and well cared for.
